Planning and Amenities

The Planning and Amenities Committee of the Council meets monthly to review and comment on all planning applications received by Wokingham Borough Council. Additionally, this committee reports incidents of potholes, street light failures (both those owned and maintained by the Parish and those on main routes owned by the Borough Council), parking issues, drainage/flood risks and associated matters to Wokingham Borough Council. Its Purpose is to carry out the declared policies of the Council and to make recommendations on new policies or changes to existing policies relating to the Council’s powers and duties for the following functions:

Development Control

  • To consider development plans in Twyford and neighbouring parishes submitted to the Planning Authority and make its views known to the Planning Authority. Where the plans relate to delegated applications and the deadline for comments falls before the next scheduled Committee meeting, the Chairman or Vice-Chairman of the Committee plus one other member will consider the plans and comment as appropriate.
  • To consider policy on planning issues and advise the Council accordingly.

Highways

  • To consider issues concerning roads, footways, footway lighting, road safety and traffic and advise the Council accordingly.

Planning and Environment

  • To prepare initial responses to Structure Plan and Local Area Plan provisions and advise the Council accordingly.
  • To consider action on environmental issues and advise the Council accordingly.

Contracts/Agreements within budgetary estimates

  • To arrange the ongoing maintenance of the Council’s footway lighting columns and manage any related projects from time to time approved by the Council
  • To approve purchase of equipment and materials for the provision and maintenance of amenities including notice boards, seats, planters and the like.

Correspondence

  • To receive and act upon correspondence received by the Council in relation to planning, highways and amenities matters.

Lands

The Parish Lands Committee meets regularly throughout the year to review the administration and responsibilities of the Council’s properties in the village and to consider and provide facilities which benefit its residents. Its purpose is to carry out the declared policies of the Council and to make recommendations on new policies or changes to existing policies relating to the Council’s powers and duties for the following functions:-

Recreational Facilities

  • To consider all matters relating to the various grounds and property under the Council’s ownership and control, and advise the Council accordingly.
  • To consider action to ensure the provision and continued maintenance of all the Council’s recreational facilities and liaise with bodies such as local sports clubs.

Contracts/Agreements within budgetary estimates

  • To negotiate and manage grounds maintenance contracts.
  • To approve purchases of equipment and materials for the provision and maintenance of recreational amenities.
  • To manage the use of all recreational facilities and amenities and make recommendations to the Council about appropriate fees and charges.

Correspondence

To receive and act on correspondence received by the Council in relation to Council maintained facilities and advise the council on any issues arising there from.

Allotments

  • To manage the allotments and advise the Council on appropriate annual charges.

Burial Ground and Millennium Garden

  • To manage the parish burial ground and Millennium Garden and advise the Council on appropriate charges.

Byelaws

  • To keep byelaws under review and if necessary draft amendments for consideration by the Council.

Employees

  • To oversee and receive reports on the activities of the Council’s maintenance employees.

Finance and General Purposes

This third committee sits regularly throughout the year to review and administer the finances of the Council and considers all matters relating to its capital and revenue expenditure. Its purpose is to carry out the declared policies of the Council and to make recommendations on new policies or changes to existing policies relating to the Council’s powers and duties for the following functions:-

  • To monitor expenditure and income against budgetary estimates advising the Council as necessary.
  • To advise the Council and its Committees on the financial implications of its policies and the budgetary proposals from Committees.
  • To receive budgetary proposals from Committees.
  • To prepare draft annual budgetary estimates for determination by the Council.
  • To manage the Council’s capital reserve and ensure optimum placement of funds on deposit.

Insurances

  • To monitor the Council’s insurance requirements and advise the Council accordingly.

Contracts/Agreements within budgetary estimates

  • To approve renewals of insurances.
  • To approve purchases of equipment and related maintenance contracts.
  • To review and maintain contracts of employment and to advise the Council on annual scale revisions to contracts of employment. Also to advise the Council on best procedure concerning staff vacancies, job descriptions and terms of employment.
  • To receive advice from the Chairman of the Council on annual performance appraisal interviews.
  • To approve renewals and /or renegotiations of banking arrangements.

Correspondence

  • To receive and act on correspondence received by the Council in relation to financial matters and recommend appropriate action to the Council.
  • To consider other matters, not within the purview of the other standing committees, remitted to it by the Council.
  • The Committee shall monitor the effectiveness of the working practices of the Council and to make recommendations on new working practices or change to existing working practices.
  • To keep Standing Orders under review and to draft amendments for consideration by the Council.
  • To review the list of deeds and trust instruments in the custody of the Council.
